Dear Sidebotham,

Would you please refer to our official letter of the 23rd July in which we asked for approval under certain conditions of the appointment of Flight Lieutenant L.S. Laughton as Honorary Aide- de-Camp to the Governor of Hong King.

In your official reply 54223/51 of the 10th August you said that Colonial Office approval of appointments such as the present one is not required and, of course, we accept this decision. I feel, however, that, although the local Royal Air Force authorities had in this case apparently arranged the matter direct with the Governor before consulting us, and were at fault in that respect, I should place on record our view that we must, generally, look to the Colonial Office to provide us with information on the conditions attaching to appointments of this kind and ask you to pass on to the Governor concerned the terms on which we would propose that the appointment should be made.

In the present case, we are telling the local Royal Air Force authorities that the appointment is approved, subject to the simple conditions set out in our letter of 23rd July being ful- filled.
